I mounted the strobes slightly rearward of the fattest portion of the wheel pant. I didn't want the strobes to be the things that stuck out the farthest (in harm's way).
In this position, the wheel pant angles slightly to the rear- so the light in this position has a slight rearward angle-- which to me was good, since in a rather slow moving aircraft, I'm more worried about being seen by those coming up behind me where I can't see.
