The image was found on The Lowy Interpreter together with some interesting foreign affairs stories that have yet to make it into the general media.
Apparently the distance between the fence and the edge of the runway, which is lower than the road surface, is 145 metres, which explains why the people in the shot aren’t running.
A query to other aviation buffs turned up a similar image which is in the public domain, taken from nearly the same location, photographer unknown.

Hi Hostman, The photo is real. It was taken with a long lens. Have a look on google and you can find a number of these photos at the same airport. I like the one with the 747.
