those regulators fail.you shoud have ac volatge out of the charging coils of the engine around 30 volts at idle.its then regulated and recified thru the regulator to aroung 13.5v dc current to the battery.hope that helps- it probably a loose or broken wire in the charging coil rotax manual has an ohm test you can do without taking the coils out test from the black and yellow wires to ground you will have to look up the ohm resistance
